Worship at Mount Homan dates back more than 1,350 years ago during the reign of Emperor Tenji. When the Dazaifu government office, which ruled all of Kyushu, was moved to the current site of Tofuro, a god was enshrined on Mount Kamado (Mount Homan), which was in the direction of evil spirits, to protect the western capital. Numerous items, such as imperial coins and Nara sansai, have been excavated from beneath the huge rock at the summit, indicating that national rituals were being held there from the Nara period to the early Heian period, and a close connection with the dispatch of Japanese envoys to Tang China has also been pointed out. At times, rituals were held to pray for peace in Dazaifu, and at other times, prayers were held for the safe voyages of the envoys and for protection from foreign enemies. Later, in the second year of the reign of Emperor Tenmu (673), Tamayorihime-no-mikoto appeared to the monk Shinren while he was practicing asceticism on the shrine, and the Imperial Court constructed an upper shrine, which marked the founding of Kamado Shrine.Since then, the shrine has been highly revered by the courtiers of Dazaifu, and public rituals have been held there, and it is listed as Myojin Taisha Shrine in the Engishiki.
